Jefferson Union High School District Faculty & Staff Housing, Daly City, California

Brookwood has been a Strategic Advisor to the Jefferson Union High School District (JUHSD) since 2017, and continues to advise the School District on a variety of real estate and development matters.

Early on, Brookwood provided development management services to JUHSD for the first component of a master plan for the Serramonte del Rey campus, developing and preparing a Request for Qualifications and a Request for Proposal for Design-Build services (utilizing the Bridging method) for 122 apartments for faculty & staff. The project was completed and occupied in 2022 and has been featured as a new model for addressing educator housing needs on several national television news broadcasts and in other publications.

JUHSD, as with many school districts and community college districts in the San Francisco Bay Area, faces tremendous challenges in recruiting and retaining faculty and staff due to the high cost of housing in the region. As a result, the District has become a developer by necessity (rather than by choice) to provide high quality workforce rental housing that serves its faculty and staff by offering below-market rents.

The merits of the project have been proven since, for first time in many years, JUHSD has been able to successfully recruit and retain teachers and staff for all open positions in the District.
