Pacifica School District Faculty & Staff Housing, Pacifica, California
/Starting in 2017, Brookwood, as Strategic Advisor to the Pacifica School District (PSD), prepared and solicited a Request for Qualifications (RFQ) and, subsequently, a Request for Proposal (RFP) seeking Development Services for 45 residential units (as a component of a 70-unit project) including ancillary facilities and associated parking in the first of two phases.
PSD’s objectives have been driven by the need to provide high-quality housing for the District’s current and future teachers and staff members. Brookwood’s RFQ/RFP process resulted in the pre-qualification of three developers and, eventually, the selection of one developer for exclusive negotiations with PSD. Ultimately, however, the selected developer was unwilling to assume the risks associated with the entitlement and development process. As a result, PSD appointed Brookwood to continue as its Owner’s Representative, advancing the project planning, environmental review and entitlement process for the entire 70 residential units and amenity buildings.
On March 20th, 2023, the City of Pacifica Planning Commission certified the project’s Environmental Impact Report and unanimously approved the project (as shown above). That approval, including necessary rezoning and an associated Development Agreement with the City of Pacifica, were subsequently confirmed by the unanimous action of the City Council on Monday, April 24th, 2023. Brookwood continues to serve as PSD’s Development Manager for the final design and construction of the project, which is expected to be occupied at the beginning of the 2026/27 school year.
As with the nearby Jefferson Union High School District, PSD is becoming a developer by necessity (rather than by choice) in order to provide housing under favorable rental rates and lease terms, thus enabling and improving the District’s ability to retain and attract the best-qualified faculty and staff.
